The Office of Inspector General's Compliance Program
Guidance has issued documents that provide both general
and specific guidance as to various internal anti-fraud
and abuse controls for Home Health Agencies, Hospice Agencies,
and DME, prosthetics, orthotics, and medical supply suppliers
(DMEPOS) can voluntarily implement.
These compliance documents identify and discuss numerous
compliance risk areas particularly susceptible to fraud
and abuse. Organizations that receive Medicare funds should
comply with these recommendations which include the following:
- Implementation of written policies, procedures, and
standards of conduct;
- Designation of a compliance officer and compliance committee;
- Conducting effective training and education programs;
- Development of open lines of communication between the
compliance officer or compliance committee and agency
employees for receiving complaints and protecting callers
from retaliation;
- Performance of internal audits to monitor compliance;
- Establishing and publicizing disciplinary guidelines
for failing to comply with agency standards and policies
and applicable statutes and regulations; and
- Prompt response to detected offenses through corrective
action.
